OpenStreetMap: the map a bicycle started
On 10 December 2004, a University College London student named Steve Coast clipped a GPS receiver to his bicycle, pedalled circuits around Regent’s Park, and uploaded the resulting coordinates to a website he had registered four months earlier. The street he traced that afternoon was, as far as the OpenStreetMap wiki records, the first piece of data ever entered into OpenStreetMap. It was not an especially interesting street.
In Britain in 2004, detailed geographic data was locked inside the Ordnance Survey — a government agency whose datasets, built by public money, were licensed at fees that put them out of reach of students, small businesses, and anyone who simply wanted to know where the roads went. Coast had the same frustration with national mapping data that Jimmy Wales had had with encyclopedias three years earlier. He built the same solution: hand the tools to anyone willing to contribute.
The mechanics were deliberately simple. Users with GPS devices went out and recorded traces — walks, cycles, drives — then uploaded them. Volunteers traced satellite imagery when GPS wasn’t enough. Local knowledge filled in what neither could reach: the path through the park, the shortcut that doesn’t appear on any official plan, the name the council changed forty years ago that nobody actually uses. Unlike every commercial map before it, OpenStreetMap’s data was freely editable and freely usable under an open license. Any developer could query it, copy it, and build on it without asking anyone’s permission or writing a cheque.
Growth was slow, then suddenly wasn’t. The project had 1,000 registered users by Christmas 2005. By the first State of the Map conference in 2007, it had 9,000. The earthquake that struck Haiti in January 2010 showed what that community could actually do: OSM volunteers, working from satellite imagery released by the US State Department, mapped the roads, buildings, and refugee camps of Port-au-Prince in 48 hours. Relief organisations on the ground called it the most complete digital map of Haiti’s roads that had ever existed. A database built from bicycle rides around a London park had become emergency infrastructure.
In 2012, when Google began charging for Maps API access above a certain threshold, Foursquare, Craigslist, and dozens of other companies quietly switched their underlying maps to OpenStreetMap. The project that had been an idealist’s experiment was now the base layer of applications used by hundreds of millions of people. One million registered contributors by January 2013; ten million by 2023. The United Nations and international relief agencies had integrated it into disaster response protocols. Humanitarian mapping had become a discipline with its own tools, volunteers, and training programmes.
What Coast built, almost accidentally, was proof that the Cassini model of cartography — state institutions gathering, owning, and releasing geographic knowledge on their own terms — wasn’t the only one. Geography could be wiki. The map didn’t need a surveyor’s commission; it needed someone willing to go outside with a GPS and come back.
Four thousand years of cartography had assumed that maps required authority to make. OpenStreetMap discovered they just required everyone.
